To get this kind of background you need to start with water color paper. I tried it with regular Whisper White and it just sort of shreds. Take the paper and wet it completely. Then while it is wet pick up ink from the stamp pad lid and just kind of smear it on to the paper. Keep adding until you have your paper covered. After it dries, stamp you sentiment (hopefully straight). See below.
